During a tour of China in the mid-1980''s, a group of foreign tourists saw half a dozen tall buildings that were still under construction as their bus neared Guangzhou.

The tourist guide remarked with a smile, "This housing project is part of our government''s family planning program. There are no elevators, so when you reach your flat you''re tired to do anything."

1980년대 중반 중국관광 길에 오른 일단의 외국사람들은 그들의 버스가 광저우로 다가가자 아직 공사중인 6동의 고층건물을 바라보게 되었다.

관광 안내원은 웃으면서 한마디 했다.

"이 주택사업은 우리 정부의 가족계획사업의 일환으로 추진되고 있습니다. 저 건물들에는 엘리베이터가 없습니다. 그래서 자기 집까지 올라가고 나면 지쳐서 아무 것도 못하게 된답니다"
