The new Secretary of State had a firm rule never to appoint anyone to the consular service who could not speak the language of the country towhich he was assigned. When a politician called on him and asked to be appointed American consul at a Chinese port, the secretary reminded him of the Department''snew rule and added, "I don''t suppose you speak Chinese, do you?" The politician grinned and said, "You just ask me a question in Chinese and I''ll answer it."
